A shipping paper is not required for ORM-D materials unless transported
by aircraft.

Hazardous materials identified in Column 1 of the HMT with:

• “A” require shipping papers only when shipped by air unless they meet the definition of a hazardous substance, hazardous waste, or marine pollutant;
• “W” require shipping papers only when shipped by water unless they meet the definition of a hazardous substance, hazardous waste, or marine pollutant.
