As is the case for marking, labeling,
and placarding of a hazardous material for shipment, the purpose of the shipping paper is to clearly and accurately communicate the hazards
of the materials being transported.

Specifically, the shipping paper provides all who handle the hazardous material package with the basic description and may contain detailed emergency response information in the event of an incident or accidental release of the hazardous material.
