The HMR specify various performance levels for packagings based on the nature
and risk posed by hazardous material. All packagings must be designed to ensure
that under normal conditions of transportation there will be no release of
the contents, and the effectiveness of the packaging will not be substantially
reduced by the physical forces the package experiences while
in transportation,
such as vibration or changes in pressure and temperature.
